Australian Capital Territory Vehicle Sale Requirements

The ACT is the only Australian jurisdiction entirely surrounded by another one, and that single fact drives most of what makes a Canberra vehicle sale different. Buyers and sellers routinely sit on opposite sides of the border — a car advertised in Belconnen may be bought by someone in Queanbeyan twenty minutes away, under a different registration authority and different rules.

That matters because the ACT requires a vehicle inspection report for private sales and neighbouring NSW does not. A seller who assumes the NSW position because most of their market is in NSW will arrive at the transfer without the document they need. Duty is charged at $3 per $100 of market value and the transfer fee is $38.60, with Access Canberra handling the registration.

Cross-border sales also change what the written record has to do. Where buyer and seller register in different jurisdictions, the sale document is the one artefact both sides hold that is not tied to either authority. It establishes who sold what, on what date, at what price and at what odometer reading — the facts that any later dispute turns on, regardless of which registry the vehicle ends up in.

Run a PPSR check before paying. The register is national, so it covers a vehicle previously registered in NSW, Victoria or anywhere else just as well as an ACT one — useful in a market where cars move across the border constantly. A secured debt stays attached to the vehicle rather than to the seller.

Include both parties' full names and addresses, the registration and VIN, the odometer reading on the day, the agreed price, the inspection report details, the date, and signatures from both sides. Each party keeps a copy. Where the buyer intends to register in NSW rather than the ACT, confirm the receiving authority's requirements before completing the sale rather than after.
