- DR 2395 (Vehicle Title and Registration Application)
Colorado requires a bill of sale for all private party vehicle transactions. The state offers a relatively generous 60-day window for the buyer to complete the title transfer, giving both parties ample time to gather the necessary documents.
Colorado's base state sales tax rate is 2.9%, one of the lower rates nationally. However, total taxes can vary significantly depending on the county, city, and special district where the buyer resides. The buyer pays the applicable taxes when registering the vehicle at their county clerk and recorder office.
The state does not require notarization of the bill of sale, but both parties must sign the document. Colorado uses Form DR 2395 for title and registration applications. An emissions test may be required in certain Front Range counties including Denver, Boulder, and Jefferson.
