Arizona requires a bill of sale for all private party vehicle transactions. The state has a relatively short 15-day window for the buyer to complete the title transfer at an Arizona Motor Vehicle Division (MVD) office, making it important to have all documents prepared promptly.
Arizona charges a 5.6% state Transaction Privilege Tax / use tax on vehicle purchases (separate from the annual Vehicle License Tax assessed at registration), with additional county and city taxes that may apply. The buyer pays the tax at the MVD when transferring the title. Form 96-0236 (Title and Registration Application) must be completed along with the bill of sale.
Notarization is not required in Arizona, but having the bill of sale signed by both parties in the presence of a notary can help prevent future disputes. Arizona also requires an emissions test for vehicles registered in certain counties.
