Utah requires a bill of sale for all private party vehicle transactions. The state's base sales tax rate is 4.85%; combined state + local rates on vehicles typically range from about 6.35% to 8.25% depending on the locality. Utah has specific inspection requirements that buyers should be aware of.
Buyers have 60 days from the date of purchase to register the vehicle. Utah law separately requires sellers to deliver the signed title to the buyer within 48 hours of sale β this is often incorrectly described as a "48-hour title transfer deadline" online, but it is the seller's delivery obligation, not the buyer's.
Safety inspections are required for most vehicles being registered in Utah. Emissions inspections are additionally required in several Wasatch Front counties, including Salt Lake, Davis, and Utah counties. VIN inspections may also be required for out-of-state vehicles. Form TC-656 is used for title applications. Notarization is not required, but both parties should sign the bill of sale.
