- Print the bill of sale with VIN, year, make, model, odometer, purchase price, sale date, and both parties' signatures
- Download and complete Form TC-656 (Application for Certificate of Title) — required to title the vehicle
- Seller signs the back of the existing Utah title to assign ownership to the buyer
- Schedule and pass a Utah safety inspection at a licensed inspection station before registration

Do I need to use the official Utah TC-843 bill of sale form?
No. Utah accepts any printed or handwritten bill of sale that contains the required information. The TC-843 is a state-provided template, not a mandatory form. However, Form TC-656 (title application) is required to title the vehicle, and without an acceptable bill of sale the tax is figured on Fair Market Value.
Does a Utah bill of sale need to be notarized?
No. Utah does not require notarization of a private-party bill of sale, and the DMV says no notary is needed to sign off on a title. The DMV does require the seller's signature on the bill of sale.
Which Utah counties require an emissions test?
Emissions testing is required for vehicles registered in Box Elder, Cache, Davis, Salt Lake, Utah, and Weber counties. The test must be passed before the vehicle can be registered, in addition to the mandatory safety inspection.
What is the difference between the TC-843 and TC-656 forms?
The TC-843 is Utah's official bill of sale template — a document recording the sale between buyer and seller. The TC-656 is the Application for Certificate of Title that the buyer submits to the DMV to request a new title. Both can be used together, or a printed BOS can substitute for TC-843 while TC-656 remains required.
