Free Quebec Car Bill of Sale

Quebec has no government form for a car bill of sale. The SAAQ still tells buyers to get a written sales contract, because a car's registration does not prove who owns it. Fill in the form above together, then record the new owner with the SAAQ. Most cars under 25 years old can do this online in SAAQclic. A gift, an older car or a co-owned car with no designated registrant needs a service outlet.

Tax Details

Quebec Sales Tax (QST) at 9.975% applies to private vehicle sales; GST does not. Tax is assessed on the higher of the declared sale price or the estimated value (the average wholesale price in the Guide d'évaluation Hebdo, minus $500) — a low declared price does not lower the tax.

Exemption: No QST applies to a car given between related individuals once both have signed form VD-80.1-V. When relatives sell a car for less than its estimated value, the QST uses the price they agreed on. A car passed on through an estate is exempt too.

Inspection Requirements

No inspection is needed to sell a car that is already registered in Quebec. The SAAQ requires one first only in set cases, such as a car brought in from another province or country, a rebuilt car that was severely damaged, or a car stored for a year or more. The SAAQ still tells buyers to have a mechanic check it.

Quebec Car Sale — Step-by-Step Checklist

  1. Seller: check your bank details in SAAQclic first. Any refund of registration fees comes by direct deposit within 3 to 5 business days.
  2. Buyer: order the ownership history in SAAQclic (a fee applies). It shows the number of owners, any rebuild or inspection, and past uses such as taxi work before October 10, 2020.
  3. Buyer: search the RDPRM for debts on the car, and run the VIN through the Canadian Police Information Centre's stolen-vehicle search.
  4. Seller: in SAAQclic, enter the agreed price and the buyer's licence number, and choose whether your plate goes with the car.
  5. Buyer: accept and register the car in SAAQclic within 48 business hours, typing the exact odometer reading. The SAAQ warns that a rounded number may affect the vehicle's price.
  6. No plate from the seller? Print SAAQclic's temporary plate on white 8½ x 11 paper and place it top left on the rear window.

Common Pitfalls

  • Buying from a dealer posing as a private seller. OPC warning signs: several cars for sale, a car sold "for someone else", or an offer to do the transfer for you. You could lose some of your rights.
  • Handing over the keys before the transfer is confirmed. The SAAQ says a seller could be held responsible for tickets or crashes while the car is still in their name.
  • Keeping quiet about needed repairs. The OPC says you need not fix them, but you must tell the buyer.
  • Buying a car that sat in SAAQ-registered storage for a year or more. An SAAQ-authorized agent must inspect it before it returns to the road.

Pro Tip

Do the paperwork next to the car. Read the VIN and odometer off the car, sign two copies, and finish the SAAQclic steps together before you hand over the keys. Then every record matches.

Quebec Car Bill of Sale — FAQs

How do I sell my car privately in Quebec?
Agree on a price and sign the bill of sale together. If the car qualifies for SAAQclic, you start the transfer and the buyer must accept it within 48 business hours. If not, you both bring photo ID to a service outlet. The buyer pays the QST to the SAAQ; you collect no tax.
Can I sell my car for $1 in Quebec?
Between people who are not related, $1 does not lower the tax. The SAAQ taxes the estimated value whenever that figure is the larger one. If the estimated value is $6,000, the buyer pays $598.50 either way. Between related individuals, the QST follows the price you agree, and you both fill in form VD-80.1-V.
How do I write a bill of sale for a car in Quebec?
Copy the VIN and the exact odometer reading from the car. Add both parties' details, the date, make, model, year, past use, condition, extras, any deposit and the price. List any manufacturer or extended warranty still in force; the OPC says it passes to the buyer. Say whether the legal warranty against hidden defects is excluded.
Can I give my car to a family member in Quebec?
Yes, at a service outlet. A gift between related individuals carries no QST once you both sign Revenu Québec's form VD-80.1-V. Related means married or de facto spouses plus relatives by blood, marriage or adoption, for example your son, grandmother or brother's spouse. A 2026 Quebec Finance bulletin says a transfer between an aunt or uncle and a nephew or niece after January 28, 2026 will no longer be taxed on the estimated value. Ask Revenu Québec how it applies to you.
Does a costly or powerful car cost more to register?
A car worth over $40,000, weighing 3,000 kg or less and under 7 years old, has an extra registration fee of 1% of the value above $40,000: $150 more on a $55,000 car. A 1995 or newer car with an engine of 3.95 litres or more may also cost more, depending on where the owner lives.
What if the car is 25 years old or older?
SAAQclic only handles cars under 25, so go to a service outlet. Revenu Québec values a collector car by endorsement 19 of the owner's insurance policy in the buyer's name, or by an appraisal. Call Revenu Québec first to ask which papers to bring.
What can a buyer do about a hidden defect found later?
The Civil Code makes even a private seller responsible for hidden defects, unless the contract excludes this. A hidden defect is a problem that existed at the sale, that a careful buyer could not spot, and that would have stopped the purchase or lowered the price. Tell the seller in writing within a reasonable time after you find it. Ask a lawyer how far an exclusion reaches.
