Massachusetts RTA — Bill of Sale

Massachusetts does not publish a numbered bill of sale form. The buyer's main form is the Registration and Title Application (RTA, which replaced the paper RMV-1), and it must be completed, stamped, and signed by a licensed Massachusetts insurance agent before you register. A written bill of sale accompanies it to document the sale price for the 6.25% tax.

About RTA

Official name: Massachusetts Registration and Title Application (RTA)

Issued by: Massachusetts Registry of Motor Vehicles

Purpose: The insurance-agent-stamped RTA registers and titles the vehicle. A bill of sale confirms the taxable sale price and is specifically required when the prior title has no sale-price field or the vehicle is title-exempt.

When required: The buyer must title the vehicle within 10 days of purchase (vehicles/trailers over 3,000 lbs); sales/use tax is due by the 20th of the following month. The title fee is $75.

Frequently Asked Questions

Does Massachusetts have a separate bill of sale form?
No numbered form. A written bill of sale is used alongside the Registration and Title Application (RTA), which a licensed Massachusetts insurance agent must complete and stamp before you go to the RMV.
What is Massachusetts's sales tax on vehicle purchases?
Massachusetts charges 6.25% sales/use tax on the higher of the purchase price or the NADA trade-in value, due by the 20th of the month after purchase. A low price on the bill of sale won't drop the tax below the NADA figure.
