Hawaii requires a bill of sale for all private party vehicle transactions. The state has a relatively straightforward transfer process, but does require a valid safety inspection certificate for vehicle registration.
Hawaii treats private in-state ("casual") vehicle sales as generally not subject to the 4% General Excise Tax. However, if the vehicle is imported from the mainland, the buyer pays a 4% use tax at registration (4.5% in Honolulu County with the county surcharge), with credit available for sales tax paid to another state.
Buyers must complete the title transfer within 30 days at the local county vehicle registration office. The bill of sale should include complete information for both parties, vehicle details, and the sale price. Notarization is not required but is recommended.
