Ontario is Canada's most populous province with over 14 million residents, making it the busiest private vehicle market in the country. From the Greater Toronto Area to Ottawa, Hamilton, London, and across the province, thousands of private vehicle sales happen every day — each requiring a bill of sale and Used Vehicle Information Package (UVIP).
The UVIP is what makes Ontario unique among Canadian provinces. This government-issued document provides the buyer with the vehicle's complete registration history, any outstanding liens, and the Canadian Red Book wholesale value. The seller must purchase the UVIP from ServiceOntario (either online at ontario.ca/UVIP or in-person) and provide it to the buyer before the sale is finalized. In 2026, the UVIP costs $20 — the same price it has been since 2019. It is mandatory for all private vehicle transactions in Ontario; a buyer cannot complete the ownership transfer at ServiceOntario without it.
Once the sale is agreed upon, the seller signs over the vehicle ownership permit and provides the bill of sale and UVIP to the buyer. The buyer then has 6 days to complete the transfer at any ServiceOntario centre. At the centre, the buyer pays 13% HST, calculated on the higher of the sale price or the Canadian Red Book wholesale value. This prevents the common tactic of writing a lower price on the bill of sale to reduce tax — ServiceOntario will tax you on whichever figure is greater.
A Safety Standards Certificate (SSC) is also required for the buyer to plate the vehicle. The SSC is valid for 36 days from the date of issuance and confirms the vehicle meets Ontario's minimum safety standards. Most private sellers have the vehicle certified before listing it, but some sell "as-is" with the buyer responsible for obtaining the SSC themselves.
For Toronto residents, the most common ServiceOntario locations for vehicle transfers are at Dundas Street, Yonge Street, and in Scarborough. Ottawa, Mississauga, Hamilton, and London all have multiple ServiceOntario centres. Most offer both walk-in and appointment service, and processing a transfer typically takes 30-45 minutes.
The Safety Standards Certificate inspection costs between $60-$150 depending on the shop. Any licensed motor vehicle inspection station can issue an SSC. The inspection covers brakes, steering, suspension, tires, lights, and other safety-critical components. Repairs found during the inspection are not covered by the SSC fee and must be completed before the certificate can be issued.
When selling in Ontario, always keep your copy of the bill of sale and UVIP receipt for at least 6 years. These documents are your proof that the sale occurred and can protect you if the buyer fails to transfer the registration promptly. If the buyer never transfers the vehicle, you could theoretically be held liable for tickets, tolls, or accidents — the bill of sale with a clear date establishes when your responsibility ended.
