Illinois requires a bill of sale for all private party vehicle transactions. The state has a 20-day window for the buyer to complete the title transfer at a Secretary of State facility, which is shorter than many other states.
Illinois has a unique tax structure for private vehicle sales. Vehicles sold for more than $15,000 are subject to a 6.25% sales tax, while those sold for less may qualify for a lower flat-rate tax. The buyer pays all applicable taxes during registration.
The seller is required to submit a Seller's Report of Sale to the Secretary of State within 20 days to release liability for the vehicle. Both parties should retain copies of the bill of sale. Notarization is not required but is recommended.
