Missouri requires a bill of sale for all private party vehicle transactions. Despite a persistent urban legend, Missouri DOR does NOT require the standard title assignment to be notarized; notarization is reserved for specific situations such as duplicate-title applications and lien releases.
Missouri has a base state sales tax rate of 4.225% on vehicle purchases, with additional local taxes that vary by jurisdiction. The buyer pays all taxes at the Department of Revenue office during title transfer.
The buyer has 30 days to complete the transfer using Form DOR-108. Missouri also requires a state safety inspection for most vehicles and an emissions inspection in the St. Louis and Kansas City metropolitan areas.
