- Title Application
Delaware requires a bill of sale for private party vehicle transactions. While Delaware is known as a state with no general sales tax, it charges a 5.25% Document Fee on vehicle purchases (increased from 4.25% effective October 1, 2025), which functions similarly to a sales tax. The fee is calculated on the greater of the actual sale price or the NADA trade-in value.
The buyer has 30 days to complete the title transfer at a Delaware Division of Motor Vehicles office. The bill of sale should include both parties' full names, addresses, vehicle details including VIN, sale price, and date of sale.
Notarization is not required in Delaware, but both parties must sign the bill of sale. It is recommended to have the document witnessed and to retain copies for future reference.
