Maryland requires a bill of sale for private party vehicle transactions. The state charges a 6% excise tax based on the purchase price or fair market value of the vehicle, whichever is higher.
A key requirement in Maryland is the vehicle safety inspection, which must be passed before the MVA will issue full registration. If the inspection has not yet been completed, a 30-day temporary registration (Form VR-129) lets the buyer drive the vehicle to a Maryland-certified inspection station. The buyer has 60 days to complete the title transfer at an MVA office.
Form VR-005 (Application for Certificate of Title) must be submitted with the bill of sale (the MVA's own Form VR-181 is used when the buyer wants tax based on the sale price for a vehicle less than 7 years old sold at $500 or more below book value β in that case the bill of sale must be notarized), vehicle title, and inspection certificate.
