The buyer has 30 days to complete the title transfer at the county clerk's office. Notarization is not required, but both parties must sign the bill of sale.
Tennessee does not require emissions testing for vehicle transfers in most counties. The seller should retain a copy of the bill of sale and notify the state of the sale.
