Kentucky requires a bill of sale for private party vehicle sales. The bill of sale itself does not need to be notarized β Kentucky's notarization requirement applies to the title assignment and to Form TC 96-182 in specific cases (titles predating February 2000 or out-of-state vehicles).
Kentucky charges a 6% motor vehicle usage tax on purchases. The buyer pays this at the county clerk's office when applying for a new title using Form TC 96-182. Under KRS 186.020, the buyer must apply for title within 15 days of purchase to avoid penalties.
The bill of sale should include complete contact information for both parties, vehicle identification details, sale price, and date of sale. Both parties should retain copies for their records.
