Ohio requires a bill of sale for private party vehicle transactions. The state mandates that the title be notarized for the assignment to be valid, and having the bill of sale notarized is also recommended.
Ohio charges a 5.75% state sales tax with additional county permissive taxes. The buyer has 30 days to complete the transfer at a BMV office using Form BMV 3774.
E-Check (emissions testing) is required in certain counties near Cleveland and Akron. Both parties should retain copies of the bill of sale and notarized title.
