Free Mississippi Free Printable Bill of Sale

Mississippi has no official state bill of sale form for vehicles; a clearly written or printed document can serve as the bill of sale when one is needed. The buyer must apply for registration and a new title at their county tax collector's office within 30 working days of delivery.

Mississippi Requirements: Register within 30 working days, not counting the delivery date; the title application is filed with the tag application. Sales tax applies; it is not a flat percentage of the price.

Mississippi Free Printable Sale — Step-by-Step Checklist

  1. Write seller's and buyer's full legal names and addresses on the bill of sale
  2. Include the full 17-digit VIN, year, make, model, and current odometer reading
  3. State the purchase price — the record of the deal (the 5% casual sales tax is based on the DOR's assessed value, not this price)
  4. Both parties sign and date the document
  5. Seller assigns the certificate of title by completing the transfer section on the back
  6. Buyer brings the assigned title (and a BOS if the vehicle needs one) to the county tax collector within 30 working days
  7. Retain a copy of the signed BOS — Mississippi has no official receipt system for private sales
  8. For an untitled trailer (5,000 lb GVW or less) or a pre-1969 vehicle, write the serial number or VIN, the date and the price very clearly, since the printed bill of sale will be the buyer's ownership proof at the tax collector's office.

Common Pitfalls

  • Missing the 30-working-day deadline means late penalties and potential registration complications
  • Assuming a notary is needed — the DOR lists no notary for an ordinary sale
  • No official BOS form exists, so it is up to you to include the VIN, price, date, names, and signatures — an incomplete BOS is a weak record
  • Buyers who drive the vehicle before obtaining temporary tags or registration risk fines
  • Sellers should surrender the license plate to the county Tax Collector — the DOR says that is what ends their ownership record — and keep a copy of the signed title
  • Leaving your license plate on the vehicle. Mississippi requires the seller to remove it once the title is assigned. If a toll bill later arrives in error, the DOR will write to the toll company for you only if the plate was not left on the vehicle, so keep your dated bill of sale as proof of when the sale happened.

Mississippi Free Printable Bill of Sale — FAQs

Does Mississippi require a notarized bill of sale?
The DOR's steps for an ordinary private sale don't list a notary — both the buyer and seller sign. Notarization appears only in special cases, such as the bill of sale for an imported vehicle.
Where does the buyer go to transfer title in Mississippi?
The buyer visits the county tax collector's office in the county where they reside. They bring the seller-assigned title (plus a bill of sale where one is required) within 30 working days of delivery.
Is a vehicle inspection required after purchase?
Mississippi does not have a mandatory vehicle safety or emissions inspection requirement for private sales. However, buyers should perform a pre-purchase mechanical check.
How many copies of the bill of sale should we make?
At least two copies — one for the buyer's records and one for the seller to keep as proof the vehicle was sold.
What if I miss the 30-working-day deadline?
Late title transfer fees apply. The longer you wait, the higher the penalty. Contact your county tax collector's office as soon as possible if you have missed the deadline.
Does any Mississippi government office offer a printable bill of sale?
The Department of Revenue does not publish one. Rankin County posts a simple one-page form on its website. It has blanks for the county, date, price, buyer and a description of the property, a line where the seller guarantees it is free of claims, the seller's signature, two witness lines and a notary block. For an ordinary private sale, the DOR's title steps do not require the witness or notary parts.
When is a bill of sale the main proof of ownership in Mississippi?
When there is no title to sign over. Mississippi titles trailers only when they weigh over 5,000 pounds GVW, and it treats boat trailers as private trailers. For those, the DOR asks for proof of ownership such as a bill of sale, a manufacturer's certificate of origin or a title. Vehicles made before 1969 do not have to be titled either, so a signed bill of sale is often the only record of the sale.
Can a bill of sale replace a missing Mississippi title?
No. If a titled vehicle is being sold and the title is lost or damaged, the DOR says the owner must get a replacement title first. That uses Form 78-006 and a $9 fee. If the buyer cannot get any title from the seller, a bill of sale is just one part of a bonded title, along with a surety bond for one and a half times the vehicle's average trade-in value and an Affidavit of Ownership.
