New Mexico requires a bill of sale for private party vehicle transactions. The state charges a 4% Motor Vehicle Excise Tax (MVET) on vehicle purchases β a dedicated motor-vehicle tax that is separate from New Mexico's Gross Receipts Tax. The MVET is calculated on the sale price, less any trade-in value, and is paid at the MVD office during titling.
The buyer has 30 days to transfer the title at a Motor Vehicle Division (MVD) office using Form MVD 10002. A $20 late fee applies thereafter. Required documents include the signed bill of sale, vehicle title, and valid identification.
Notarization is not required in New Mexico, but both parties should sign the bill of sale and retain copies for their records.
