- Application for Title (Form PS2000)
Minnesota DVS does not require a notarized bill of sale for private party vehicle transactions β the signed title assignment is the operative transfer document, and a bill of sale is recommended (but not mandated) as supplementary proof. The state has a 10-business-day window for the buyer to register at a Deputy Registrar office.
Minnesota charges a 6.875% state sales tax on vehicle purchases, with potential additional local taxes. The buyer pays all taxes at a Deputy Registrar office during the title transfer.
Required documents include the properly assigned vehicle title, Form PS2000, and valid ID. The seller should also complete a seller's notification to the DVS. A bill of sale is strongly recommended as proof of the transaction for both parties.
