- Include both parties' full legal names and addresses on the bill of sale
- Record the full 17-digit VIN, year, make, model, and odometer mileage
- Write the agreed purchase price clearly — this determines the 6.5% motor vehicle sales tax
- Seller and buyer both sign and date the document
- Seller assigns the title by completing the back of the certificate of title
- Buyer completes DVS Form PS2000 (Vehicle Title and Registration Application)
- Submit the BOS, assigned title, and PS2000 to DVS or a deputy registrar within 10 business days
Common Pitfalls
- The 10-business-day deadline is calculated in business days, not calendar days — weekends and holidays do not count, but the deadline can still sneak up quickly
- Forgetting Form PS2000 means the title transfer cannot be processed — the BOS alone is insufficient
- Minnesota taxes are based on the stated sale price or the vehicle's average retail value, whichever is higher — the DVS may reject a suspiciously low sale price
- Not making a copy: both parties should retain a signed copy before the buyer submits their copy to DVS
- Sellers should remove their plates — Minnesota plates follow the owner, not the vehicle

Is notarization required on a Minnesota vehicle bill of sale?
No. Minnesota does not require notarization for a private-party vehicle bill of sale. Signatures from both parties are all that is needed.
Where can I find DVS Form PS2000?
Form PS2000 is available for download on the Minnesota DVS website or at any deputy registrar office. The buyer must complete this form to apply for a new title.
What if the sale price is much lower than book value?
DVS may assess motor vehicle sales tax on the vehicle's average retail value rather than the stated sale price if the declared price appears unreasonably low. Be prepared to document a legitimate reason for a below-market sale.
How many copies of the bill of sale should we print?
Print two copies — one for the buyer to submit with Form PS2000 and the assigned title, and one for the seller to keep as a record of the transaction.
