North Dakota does NOT generally require notarization of the bill of sale or title for ordinary private-party vehicle transfers. The state's official bill of sale (Form SFN 2888) only needs a notary in specific situations, such as vehicles lacking a traditional title.
The state charges a 5% Motor Vehicle Excise Tax on the purchase price. The buyer has 30 days to complete the transfer using Form SFN 2872 (Application for Certificate of Title and Registration) plus Form SFN 2888 (Seller's Certificate and Vehicle Bill of Sale). Title transfer fee is $5.
Both parties should retain copies of all documents. North Dakota does not require emissions testing for vehicle transfers.
